Socket error 10060 is a common error in Citrix XenApp environments when the UDP port 1498 and 2598 on the VDA are not reachable. The CtxSession /v command can be run from within a VDA server to determine if these ports are open and accepting connections.
The above error is what normally appears when ports are restricted. However one other reason this message can appear is if there is an IP address conflict or if the VDA server IP address is also assigned to another DNS record. This can be confusing as most material online regarding the error references network or restricted port problems. However it may just be that you have an IP address conflict preventing the virtual desktop or app to launch.
